Additional League Rules:
ALL RULES HAVE BEEN UPDATED FOR THE UPCOMING 2008 SEASON.
New rules for the upcoming 2008 season are in BOLD
1. THE COMMISSIONER
1.1- The commissioner should be one of the pool of franchise owners. The commissioner is responsible for running the draft, conducting league business, organizing league funtions, and arbitrating league disputes.
- Commissioner is responsible for all league operations. - Commissioner can declare a "mandatory" rule change if he feels the change is necessary for the league to exist.
1.2- To compensate the Commissioner for his time, work and money spent, he will be exempt from the yearly League Dues.
2. COMMISSIONING COMMITTEE
2.1- There will be a committee of 4 owners voted in after each season for the following season. One owner from each Division will be voted into the Committee. If a Committee member quits, or if there is a tie in votes, the owner that finished first in the division will be appointed to the committee. This committee will vote on disputes in the league handed to them by the Commissioner. Only the committee will vote, and the Commissioner will vote only as a tie breaking vote. If the vote pertains to one of the committee members, that owner will still get to cast his vote, he has earned the vote. The Committee will vote on the following examples:
a) League disputes. b) An owners termination from the league. c) Interpret any discrepancies in the rules. d) Vote in new memebers e) Authorize or deny any adds/drops or trades presented to them. f) Vote on disipline for members who commit infractions.
2.2- Before a Commissioning Committee Member can vote on an issue, they must attempt to make contact with the other 3 owners in their Division for their imput. The vote is still soley up the Committee member, this is just a way to make sure all angles have been thought out.
2.3- The new committee will Change hands with the old committee effective: 12 midnight the night of the End of the Year Party, and will be effective until the next years Committee is voted in .
2.4- An owner can only be on the committee for 2 consecutive years and then will not be eligible for one year to be on the committee. The only exception to this rule is if there are only new owners to replace the previous member.
2.5- No owner will be put on the committee unless they have played one season in our league.
3. LEAGUE TREASURER
3.1- The Treasurer of the league will be appointed by the Commissioner and can only be removed by the Treasure stepping down or by a vote by the Commissioning Committee. The Treasurer will have and perform the following duties...
a) Consult with the Commissioner to set entry and transaction fees and due dates by which these fees must be paid. b) Collect all money due to the league by each Franchise and prepare all collected money for distribution according to the yearly budget. c) The Treasurer has the power to enforce the late fee penalties for disciplinary action for failure and / or tardiness in meeting the payment deadlines defined by the yearly budget.
4. MADATORY GATHERINGS
4.1- Even though the league encourages get togethers throughout the season and offseason, all owners are only required by rule to attend on three different occasions... 1) The Draft, 2 weeks prior to the season- Where we draft our players and vote on any last minute rules for the upcoming season. 2) The End of the Season Party/Awards Ceremony, 2 weeks after the season ends- Where we give out awards, give the winners their congrats, and let our hair down and party. 3) Owners Rules Meeting, First Saturday in April- Where we get together and talk about and vote on changes to the league rules. The League understands that "Extreme" Emergencies could happen. Please contact Commissioner ASAP if one should occur. The league is notorious for giving exact dates and times for all occasions at the very least 4-8 months in advance. Just Be There!
5. LEAGUE CONFIGURATION
5.1- There will be 2 Conferences. There will be 4 Divisions, 2 in each Conference. And there will be 16 teams, 4 in each Division. Each owner can only own 1 Franchise and can not sell their franchise to buy a new one that becomes available. An Owner must be out of the League for a full season before they can buy a new team.
6. FEES
6.1- The amount of fees will be determined at The End of the Year Party / Awards Ceremony for the next season.
6.2- All fees will be due no later than the May's Owner Meeting. If you do not have your dues on time you will lose your 4th round pick. You will have exactly 2 weeks from the day of the Owner's Meeting to turn your dues in or your team will be sold.
6.3- All fees collected are non-refundable.
6.4- Fees for 2008 are $110.00. Here's the breakdown: $ 73.33 Payouts $ 12.00 Championship Ring $ 8.67 Weekly Winner $ 6.00 Software $ 6.00 Draft Party $ 4.00 Draftboard $ 110.00 TOTAL
7. WEEKLY WINNER
7.1- Each week a team owner will win a set prize(money), Pending for 2008, if his team falls into the Weekly Winner catagory for that week. All ties will split prize money equally. Weekly Winners are as follows...
Week 1- Highest scoring team Week 2- Highest Scoring QB Week 3- Highest Scoring Player Week 4- Highest Scoring RB Week 5- Biggest Blowout Week 6- Highest Scoring WR Week 7- Lowest Scoring Game Week 8- Crazy 8 (Top 8 Highest Scoring Players On Rosters) Week 9- Highest Scoring Game Week 10- Highest Scoring K Week 11- Closest Scoring Game Week 12- Highest Scoring DF Week 13- Team that wins the season points title 7.2- ALL WEEKLY WINNERS WILL BE PAID AT END OF SEASON AT OUR "END OF THE YEAR PARTY/AWARDS CEREMONY"
8. LEAGUE PASSWORDS
8.1- No owner will give their league software password to ANYONE including other owners for any reason. If any owner is without use of his computer, contact the Commissioner for ANY transactions. ANY violation of this rule will have the owner and any owners involved up for immediate league ejection.
9. ROOKIE DRAFT
9.1- A Rookie Draft will be held each off season. The Rookie Darft will be on the Sunday 2 weeks after the NFL Draft. The order of the Rookie Draft will be decided by a lottery style drawing at the End Of The Season Party/ Awards Meeting. According to how the teams finished the prior season will determine how many entries into the drawing each team will get. 16th place will get 16 entries, 15th place will get 15 entries and so on all the way to 1rst place getting 1 entry.
9.2- You may pick one rookie to put on your roster from any position. The rookie MUST have been eligable for the NFL Draft the same year.
9.3- The rookie you pick will count as your 14th pick in the draft. You may decline your pick in the rookie draft. Those who decline will draft as normal in the 14th round.
9.4- You must hold on to any rookie drafted in the Rookie Draft until the regular season starts. No offseason trades involving Rookie's. You may trade a sophmore player if you keep him for you Rookie Draft Pick (See Rule 9.5). But you must still turn in your Franchise Players before the trade can be made.
9.5- Each Franchise has the choice to keep his selected Rookie pick his sophomore season. If the Rookie is kept his sophomore season, the Rookie will count as that Franchises Rookie pick for that season.
9.6- You must keep your Rookie pick on your roster from the time you select him, through the entire season for him to be eligible to be kept his sophomore season.
9.7- When you have multiple Rookie Picks due to trading, all Rookie picks are eligible to be kept, but only one may be kept. In no circumstances can a Franchise ever keep more than one of their Rookie Picks their sophomore season. Also make sure to refer to rule 9.6.
9.8- A Franchise is only eligible to keep a Rookie pick their sophomore season on an every other year basis. For example, You pick a Rookie in this years 2008 Rookie Draft. You keep him his sophomore season and he counts as your 2009 Rookie pick. You make a trade to acquire the #3 Rookie Draft pick in the 2009. You can not keep that Rookie Pick in 2010 because you kept a Rookie in 2009. You must pick a Rookie in 2010 to be eligible to be kept in 2011.
9.9- All Rookies being kept their Sophomore season will be turned in to the League at the annual Owners Meeting which is the first Saturday in April and typically about 6 weeks before our Rookie Draft and the day before off-season Trading starts.
10. OFFSEASON TRADING
10.1-You may only be involved in two offseason trades per offseason.
10.2- No trading picks for future Drafts. All trades must be for the upcoming season.
10.3- You may only trade away 1 or 2 of your picks, NO MORE.
10.4- Offseason Trades must be made of equal value. EXAMPLE~ You must trade a, 1)Player for 1 pick, 2)Player and a Pick for 2 picks, or 3)Player and a pick for a player and a pick.
10.5- No Player for Player only trades. This is done during season.
10.6- Offseason trades may be made from the day after the Owners Meeting until EXACTLY one week prior to the FFL Draft.
a. You may trade your Rookie Draft Pick for one of your Draft Picks. b. You may only trade ONE League Draft pick for a Rookie Draft pick.
10.7- Any trade turned into the Commissioner is final. Verbal agreements are not official.
10.8- Any offseason trade will become void and will be reversed if either owner involved quits the league before Draft starts. This is the chance you take.
10.9- The Commissioning Committee will review all offseason trades and will vote to decline the trade if thought to be unfair.
10.10- Please keep in mind that all Franchse Player rules are in effect, please read RULE 10.3. In other words, if you franchise tag a player you can not trade away a first round pick, you would not have one to trade.
11. PFF DRAFT AND FRANCHISE PLAYERS (KEEPERS)
11.1- The PFF draft order will be determined by the previous seasons final standings, including play-offs. The order is determined by...
1) Previous years standings, including play-offs. 2) Wins (The same order that we use to determine League Standings) 3) Points for
11.2- Time Limits- One minute is allowed per pick. Each Franchise will be allotted 4 extensions, two at 30 seconds and two at 2 minutes. You can only use 1 extension on a single pick and you must tell the time keeper which extension you want at the 3 sec warning. If the Franchise has not picked a player at the end of their allotted time, the next team(s) in line may draft until the skiped team drafts, then order will pick back up where the draft left off. Two minutes are allowed if a team has two consecutive picks, such as 1rst and 16th. The time keeper will signal when there are 15 sec. and 3 sec. to go during your pick and 15 sec and 3 sec. to go during an extension.
11.3- Teams may put a Franchise Tag on a maximum of 2 players and a minimum of 0 players from season to season. Putting a Franchise Tag on a player makes him a Franchise Player and keeps him on your roster for the next season. The number of Franchise Players you have will effect your first 3 rounds in the draft.
0 Franchise Players = Begin draft in round #1 1 Franchise Players = Begin draft in round #2 2 Franchise Players = Begin draft in round #3
11.4- All Franchise Players must be turned into the Commissioner no earlier than the day after the May's Owners Meetings and no later than the last day in June. Once you turn in your Franchise Players, it is final. The Commissioner will call each owner on June 30th starting with the Paramount Bowl Champion and work down the list of owners to the last place team. Ultimately, it is the Franchise Owners responsibility to turn in their Franchise Players. So, if you are not by your phone on the 30th, you must contact the Commissioner. The Commissioner will post all Franchise Players on the website by July 1.
11.5- If a Franchise Player on your roster is hurt between the time you turn him in as a Franchise Player, and the start of the draft, and he is probable to be "OUT FOR AT LEAST A QUARTER OF THE SEASON (4 WEEKS)", you CAN put him in your injured reserve spot and pick another player of your choice off your last years roster to give a Franchise Tag to. The other option is to keep the injured player until the season starts and drop him for a new free agent in the league as you would for any other player hurt.
11.6-If a Franchise Player on your roster quits or retires from the NFL between the time you turned him in as a keeper and the start of the Draft, the owner CAN drop him and pick someone else off of their last season years roster. The owner has 48 hours from the time the player quits or retires to do this, but once done, it can not be reversible. The other option is keep the player until the season starts and drop him for a new free agent in the league as you would for any other player.
11.7- Cheet Sheets will no longer be given out at the draft. Since we must have a universial list of players for easy tracking, the Commissioner will hand out NFL Depth Charts to all owners at the Draft. You may bring any type of materials to help you draft as you wish.
11.8- The draft will be held in a location that will be suitable for our needs. Each year after the Draft, there will be a DRAFT PARTY TBA. Please try to attend, have a drink with us, and talk some trash about all those crazy picks that everyone else made.
11.9- Each team will draft 15 players. 2-QB's, 3-RB's, 3-WR's, 2-TE's, 2-K's, 2-DF/ST, and 1 Flex
11.10- After each team completes the 14 round draft by filling their roster in the proper format, there will be a Round 15 where each team picks one more player at any postion of their choice.
12. SCHEDULE
12.1- Every team will play a 13 game regular season schedule. Post season play starts week 14 and ends with the Paramount Bowl in week 16. League Probowl will take place week 17.
12.2- Each team plays divisional opponents twice, other conference opponents once, and three non-conference games.
12.3- Each team will play 16 games. The League Playoffs and the Toilet Bowl Tournament will funtion the same. As teams lose out of their brackets, they will play consolations games for unoffical placing. Remember, only teams still active in League Playoffs can change their rosters after the season ends. (See Consolation Games Brackets at League Draft or contact Commish for copy).
13. INJURED RESERVES
13.1- Every team will have one injured reserve spot on their roster. Any player from any position may be put on injured reserve and you may pick a free agent to replace them. Once a player is put on injured reserve, he must stay there for at least 4 weeks. When bringing a player off injured reserve, you must drop a player on your roster to make room for the "IR" player to come to.
13.2- A player may not be put on IR the same week they were picked up. He must be on your roster for one weeks games before being placed on IR.
13.3- You can only use your injured reserve spot once in a season. Once it's used, you do not have an IR spot for the remainder of the season.
13.4- For a player to be put on injured reserve, he must be listed on the NFL.com or CBS Sportsline injured player list at best, as Doubtful, perferably OUT!
14. LINE-UPS AND ROSTERS
14.1- Owners will turn in line-ups to the commissioner ONLY, in one of the following ways...

14.2- When putting in your line up, you will be able to choose from the following four line up formats...
The Pro-set QB- 1 RB- 2 WR- 2 TE- 1 K - 1 DF- 1 The Halfback Option QB- 1 RB- 3 WR- 1 TE- 1 K - 1 DF- 1 The Fun And Gun QB- 1 RB- 1 WR- 3 TE- 1 K - 1 DF- 1 Hail Mary (Choice of 2 RB's or 2 WR's) QB- 1 RB- 1 (2) WR- 1 (2) TE- 2 K - 1 DF- 1 14.3- Line-ups are due in about 5 minutes before a players game starts. Everybody's watch is different. Don't cut it close. If Software don't accept it, the League don't accept it.
14.4- You must turn a line-up in every week. The league will moniter to make sure all owners are staying "active" in the league. Any owner who is not staying active in the league could be put up for a vote to the Commissioning Committee for dismissal from the league.
15. TRADES, FREE AGENTS, AND FANTASY DOLLARS (FD's)
15.1- Trades and Free Agent pickups can be made from 6:00 AM Tuesdays through 10 PM Fridays.
15.2- When picking up Free Agents: Waiver Day = From 6:00 AM Tues. thru 7:00 PM Tues., if more than one Franchise wants the same player, they will bid for the player using their Fantasy Dollars. After 7:00 PM Tues., all players are first come first serve.
15.3- Each franchise will start each season with 100 Fantasy Dollars. If on waiver day, more than one franchise request the same free agent, those franchises will bid using their FD's for the free agent. You only have 100 FD's for the entire season and can be used .50 cents at a time. If you run out of FD's during the season, you can still pick up free agents, you just will no longer be able to bid for them if another franchise with FD's request the same free agent.
15.4- You must be able to have been contacted by 10:00 PM on waiver day if you are involved in a bidding war. If not, the other owner involved will get the player.
15.5- If the franchises that are bidding for free agents have no FD's left or bid the remaining amount of their FD's and it is the same amount, the franchise with the worst record will get the player.
15.6- Fantasy Dollars can not be traded for any reason at any time and do not go thru to the next season. Any FD balance will be forfeited at the end of each season.
15.7- All free agents pickups are free. Fantasy Dollars are just a source to bid with.
15.8- A dropped player will be put on waiver until the following week.
15.9- When you sumbmit a transaction to pick up and drop a player, there will be no backing out on your submission. A player is tecnically approved the moment you submit him. He is only declined later if rules were broken. You can use your second Add and Drop of the week to change it. If your out for the week, you will have to wait till the next week.
15.10- When making a trade, both owners roster must be legal at the end of the trade.
15.11- No more than 3 players can be traded in a single trade.
15.12- Only 2 Free Agent pickups and 2 trades can be made per week.
15.13- There will be no trades that send a player back to a team they were traded from. For a team to get a player back after they trade him, he must first become a free agent or be owned by a third party.
15.14- League Trade Deadline: Week 8. The last week trades will be allowed is Week 8.
15.15- All teams will have their rosters closed for the season after they put in their line-up for the last regular season game. Those who make the play-offs will have their roster re-opened the following Tuesday Morning. This will happen each week until all teams have been eliminated from the play-offs or win the League Championship.
16. SCORING
16.1- For a complete break down of the scoring system click on "REPORTS" at the top of the page, and then click on "Scoring system" on the left hand colum of that page.
16.2- If for any reason the software has problems calculating scores, our official source for scores becomes NFL.com and will be calculated by the Commissioner.
16.3- If any game ends in a tie, the team with the highest scoring player, including defense, will get the win. If there is still a tie, then it will be the next highest player, and so on.
16.4- All ties in team records will be broken in the following manner...
1) Head to Head. 2) Division Record 3) Points scored for the season
17. PLAY-OFFS
17.1- 8 teams will make the play-offs. 4 division winners and 4 wildcards, 2 from each conference. Week one of the playoffs, Conference Semi Finals, will be played in this format... 4 games, 2 in each Conference. Each Conference will use this format... #1 SEED vs. #4 SEED, and #2 SEED vs. #3 SEED. The Second week of the playoffs, Conference Finals, will be played in this format... 2 games, 1 in each Conference. The 2 winners in each Confernce from the previous week will play in the Conference Championship game. The winners of these two games will move on to play in The Paramount Bowl.
17.2- The play-offs end with a League Championship Game, THE PARAMOUNT BOWL.
17.3- If there is a case where more than one team is in a tie for a playoff spot, the team with the most points for the season will get the spot.
18. TOILET BOWL TOURNAMENT
18.1- Eight teams go to the league play-offs to battle to be the best, to be the League Champion. The remaining 8 teams that do not make the play-offs will have a tournament (Tiolet Bowl Tournament). The Tournament has no reconition of Conferences and is set up in the following format... The 8 teams that do not make the league playoffs will be set in a bracket in this order... #1 vs. #8, #4 vs. #5, #3 vs. #6, and #2 vs. #7. The field will be set by Best Record and then Most Points. The winner of the final game is The Toilet Bowl Champion. The Toilet Bowl Champion will automatically get the first slot in the next years draft order. The Toilet Bowl Tournament is just for fun and does not have any effect on the league other than the first Draft slot in the following seasons draft and all roster rules still apply for those not making the league play-offs. In short, you play in Toilet Bowl Tournament with what you ended your season with, there are no pick-ups.
19. LEAGUE PROBOWL
19.1- At the end of each season, during week 17, the League Probowl will take place. During the play-offs the Commissioner will release the players that will be playing in the Pro-Bowl. Each Conference will fill a Starting line up according to the best players in that postion from their conference. This will be a head to head game between The Red and the Black Conference.
20. PAY-OUTS
20.1- Pay-outs for 2008 are as follows... Fantasy Bowl Winner= $500.00 Fantasy Bowl Looser= $250.00 Black Conf. Championship Game Looser= $ 85.00 Red Conf. Championship Game Looser= $ 85.00 Conf. Semi Finals losers= $20.00 x4= $ 80.00 Each Division Winner= $25.00 x 4= $100.00 TOTAL= $1100.00 20.2- No Prize Money will be given out before the End Of The Season Party / Awards Ceremony. NO EXECEPTIONS.
20.3- The League will only pay out those that show up to the End Of The Season Party / Awards Ceremony. Of course exceptions will be made for those with EXTREME Emergencies.
20.4- Any money left over will be used for League Cost.
21. LEAVING THE PROFESSIONAL FOOTBALL FEDERATION
21.1- Anyone planning to quit The PFF should plan to announce this only at The End of the Season Party/Awards Ceremony. If an owner quits at any other time, he or she will be asked to pay at least half of the dues for the upcomming season to help the league fill its vacant spot.
21.2- If you quit any other time during the off season you can put your team up for sale. Once for sale, any owner including yourself can make recomendations for a new owner. Every new owner prospect will interview with the Commissioner and any other owner that request an interview. The Commish and the owners that interviewed will present their case to the Commissioning Committee and their beliefs on the pro's and con's on the new prospect. At that time the Committee will vote yes or no on whether or not to sale the team to the prospect.
21.3- You may retire as an owner once you have played for a minimum of 5 years in The Professional Football Federation. Retiring works the same as if you were quiting, excpet you leave the PFF in good standings and are labled as a Retired Owner, not an owner who quit.
21.4- There will be no "New" Teams. When an owner takes over a team, he takes over that Franchise. He can change the name and the look of the Franchise, but still carries it's history.
22. CHEATING AND INACTIVITY
22.1- This league is for the purpose of fun and competion. Any signs of cheating could cause the owner to be subject for immediate league ejection. Inactivity can lead to teams losing undeservingly and will be considered cheating. No one-sided trades and no taking dives. Have pride in our league and always keep it honest.
22.2- Trying to loose your last game(s) of the season to get an earlier draft pick for the next season, or purposely trying to lose a game for any reason is considered cheating. You must maintain a winning effort each and every week. If you are accused of this violation and the Commissioning Committee votes that you were at fault, you will automatically loose your first round draft pick in the next years League Draft and be fined $25.00.
22.3- In the case a team plays a player on a NFL Bye Week, the owner of that team will be fined $10.00 for the first offense, $25.00 for the second, and terminated from the league on the 3rd offense.
22.4- In the case that a team plays an injured player or a player that is not playing in an NFL game, the owner of that team will be fined $10.00 for the first offense, $25.00 for the second, and terminated from the league on the 3rd offense. (Of course, this is for those players that were out all week or for previous weeks. Not the ones that are listed as out a day or two before the games.)
22.5- The Comissioning Committee will have final decision on any fines handed down. They can hand fines down for anyreason not covered here if they feel it warrents. But, fines will be handed down on a very discreet basis.
23. FILING A GRIEVANCE
23.1- All grievances can be 100% totally confidential between the owner filing and the Commissioner or the person taking the grievance.
23.2- In the case that the Commissioner is involved in the grievance, you may file the grievance with anyone of the Commissioning Committee Members.
23.3- To file a grievance, you have exactly 48 hours during the season, or 96 hours during the offseason to file a grievance after the accused owner commits the act at question.
23.4- If the deadline passes, the matter is closed and will not be up for a grievance unless the problem happens again.
23.5- The grievance will be reviwed by the Commissioning Committee and will voted on within 24 hours.
23.6- All votes by the Commissioning Committee are final, with the exception that any grievance may be appealed once.
23.7- To officially submit a grievance, you must e-mail it to the Commissioner. You may also call to explain it, but the e-mail will time stamp it so there will be no question about time.
24. DISPUTES
24.1- Any league disputes during the season will be decided by a vote by the Commissioning Committee
25. AMENDMENTS AND CHANGES TO RULES
25.1- While these rules try to cover all circumstances, situations will arise that will make it necessary and prudent to amend these rules. The commissioner will make decisions when necessary. But when necessary to amend or change these rules, the Commissioning Committee will vote on the matter.
